Observation hypothesis
A refusal may be complete in intent while remaining incomplete as a speech act. The ending of a proposal can arrive as a gradient of delay, softening, and silence rather than as a switch.
意図としては終わっていても、発話としては終わっていない拒否がありうる。提案の終了は、スイッチではなく、遅延・緩和・沈黙の勾配として到着することがある。
In some Japanese institutional and conversational settings, phrases such as 「検討します」 can be read as courtesy, delay, or refusal depending on relationship, timing, and what does not follow.
The sentence itself does not always contain the ending. The ending may live in the absence of a later sentence.
This is not a claim that Japanese people cannot say no. It is an observation that meaning can be distributed: message + context + relationship + silence.
One possible reading: NO without switching OFF. The relation remains available even as the proposal recedes.
日本の制度的・会話的な場では、「検討します」は礼儀、延期、拒否のいずれとしても読まれうる。関係、タイミング、その後に来ない言葉によって変わる。
文そのものが終了を含んでいるとは限らない。終了は、後続の文が来ないことのうちに住むことがある。
これは「日本人はNOが言えない」という断定ではない。意味が分散しうる、という観測である。message + context + relationship + silence。
